Kano: Gov. Abba Yusuf of Kano State has officially enacted the Kano State Infrastructure Management Agency Bill 2025 (1446 A.H), a significant legislative move passed by the State House of Assembly. This new law sets up the Kano State Infrastructure Management Agency (KASIMA), which is tasked with overseeing the installation and management of utility infrastructure in public spaces throughout the state.
According to News Agency of Nigeria, the new agency aims to address the growing concerns regarding the unregulated and unsafe installation of utility facilities such as electricity poles, underground cables, fibre optics, water and gas pipelines, and telecom masts. The governor highlighted the creation of KASIMA as a crucial intervention to restore order, enhance safety, and improve coordination in infrastructure development across Kano State. He emphasized that the current practice of indiscriminate placement of utility structures has led to safety hazards, environmental degradation, and disrupted urban planning.
KASIMA has been empowered to regulate and supervise all utility infrastructures in public spaces, issue permits and approvals for installations, and inspect and certify safety compliance for projects. Additionally, the agency will monitor radio frequency emissions from telecom towers and promote infrastructure sharing to minimize duplication. It will maintain a centralized record of all utility infrastructure across the state and recommend the removal of illegal, abandoned, or substandard structures. The agency will also provide advice to the government on planning and infrastructure standards.
Governor Yusuf stressed the importance of structured development and investment, ensuring that every utility installed in Kano adheres to proper planning, safety considerations, and serves the public interest.
