Kaduna Film Festival Advocates Revival of Arts and Culture Ministry


Kaduna: Organisers of the 8th Kaduna International Film Festival (KADIFF) have urged the Kaduna State Government to reintroduce the Ministry for Arts and Culture, describing it as a crucial tool for social transformation. Recall that in 2019, former Governor Nasir El-Rufa’i issued an Executive Order restructuring the State’s Ministries, which included abolishing the Ministry of Youth, Sports and Culture. This restructuring led to the cultural sector being absorbed into the Ministry of Human Services and Social Development, diminishing its prominence.



According to News Agency of Nigeria, Mr. Israel Audu, a key organiser of the festival, emphasized the transformative power of arts and culture, noting that cinema serves as a ‘mirror to our society’, reflecting its struggles, victories, and aspirations. Audu highlighted the need for a dedicated Ministry of Arts and Culture to foster grassroots connections with creatives and provide them with better access to government resources. He expressed optimism that the Ministry would soon be reinstated.



Audu also noted that film has the power to inspire audiences to take action on critical social issues such as inequality, gender equity, environmental sustainability, and human rights. He explained that the festival’s theme, ‘Film for Social Change’, aims to spotlight cinema’s capability to entertain while provoking thought, raising awareness, and amplifying underrepresented voices. He stated that digital platforms have broadened the reach of impactful films, urging filmmakers to handle important themes with care and authenticity.



The festival, scheduled for August 26th to 30th, 2025, will feature an array of masterclasses, screenings from over 15 countries, panel discussions, cultural exhibitions, workshops, awards, and a new skill acquisition program in partnership with the ELS Empowerment Foundation. Audu expressed gratitude to sponsors, partners, and the state government for their support.



Mrs. Gloria Ibrahim, the Kaduna State Commissioner for Youths Development, representing Deputy Governor Dr. Hadiza Balarabe, praised the festival’s organisers for sustaining a strong creative voice in the state and nation. Balarabe lauded the theme ‘Film for Social Change’, emphasizing the film’s role in shaping societal values and inspiring action. She highlighted Nollywood’s significant economic contribution, noting its impact on GDP and employment.



The deputy governor reiterated Kaduna State’s commitment to supporting the creative sector as a driver of youth empowerment, job creation, tourism, and entrepreneurship. She affirmed that platforms like KADIFF offer young people opportunities to showcase their talents and connect with larger markets. Balarabe urged public and private stakeholders to invest in the creative industry, highlighting its potential to generate millions more jobs.



The festival’s engaging week of films, masterclasses, cultural showcases, and industry networking is set to underscore cinema’s role as a tool for social transformation. The News Agency of Nigeria reports that the event’s highlights included cultural songs, dance, dramatic and comedy displays by invited groups.
