Enugu: Gov. Peter Mbah of Enugu State has approved a 50 percent reduction in fees for processing Certificates of Occupancy (C of O) and other land-related documents.
According to News Agency of Nigeria, Mr. Chiwetalu Nwatu, the Managing Director and Chief Executive Officer of the Enugu State Geographic Information System (ENGIS), announced this development in a statement. He emphasized that the decision aims to empower landowners, encourage investment, and ensure legitimate documentation for every property in Enugu State. Nwatu described this initiative as part of Mbah administration’s reform agenda, which focuses on being people-oriented and investment-friendly.
The discount window will be available for 45 days starting from October 15, 2025, allowing landowners and investors to process their C of O and other title documents at about half of the usual cost. The policy intends to make property ownership more accessible, particularly for unregistered landowners, low-income earners, and those who previously could not afford the documentation costs. Nwatu stated that the initiative reflects Gov. Mbah’s commitment to inclusivity and economic empowerment by ensuring residents have a legitimate and secure claim to their land.
Nwatu reassured applicants of improved efficiency in processing Certificates of Occupancy, which can now be completed within 48 to 72 hours. This efficiency is attributed to the full digitization of land processing, search, and related services in the state, making it easier, faster, and more transparent for people to apply for and obtain their land titles without unnecessary delays.
The policy not only focuses on affordability but also aims to enhance land documentation compliance, promote transparency, and prevent revenue leakages in land transactions, a longstanding issue in the system. Residents are encouraged to take advantage of this limited-time opportunity by visiting the ENGIS office to process their documents. By easing access to vital land titles, the government aims to strengthen property rights, position Enugu for rapid urban renewal, and achieve sustainable economic growth.
