Abuja: Dr Abdulmumini Zaria, the newly appointed Executive Director of the Nigeria Integrated Water Resources Management Commission (NIWRMC), has committed to prioritizing community and domestic water supply in Nigeria’s water allocation policy. Zaria, who began his role at the commission’s headquarters in Abuja on Monday, emphasized the importance of access to safe water for maintaining health and dignity, suggesting that industries can only thrive under such conditions.
According to News Agency of Nigeria, Zaria stated that “water security is human security” and emphasized that domestic and community needs should precede industrial and agricultural uses to achieve sustainable development. He introduced a strategic plan focused on transparent water allocation, stronger partnerships with the private sector and donors, and localized solutions such as small dams, rainwater harvesting, and community-led projects, particularly in rural and underserved areas.
Zaria also pledged to establish a robust compliance framework to protect water rights and support electricity and gas generation, irrigation, and mineral use. This framework will involve stronger licensing procedures, regular audits, and inspections of industries and irrigation schemes, as well as stakeholder education through compliance forums. He highlighted the importance of open dialogue, continuous monitoring, and innovative solutions in enforcing compliance and benefiting industries and communities.
The executive director assured NIWRMC staff of fair promotions, capacity building, and an open-door policy, stressing that their welfare remains a top priority. He emphasized the broader impact of their work on food security, public health, energy, and economic resilience for millions of Nigerians. Zaria expressed his gratitude to President Bola Tinubu for the appointment and acknowledged the support of the Minister of Water Resources and Sanitation, Prof. Joseph Utsev, and Kaduna Governor, Sen. Uba Sani.
The outgoing Acting Executive Director, Mrs. Sakinatu Abbo-Jimeta, expressed her gratitude to the minister, management, and staff for their support during her tenure, which helped strengthen regulatory enforcement and promote sustainable water use. She described Zaria as a seasoned public servant with over two decades of experience in implementing government policies.
Dr. Abdullahi Dangana, Zaria’s Personal Assistant, highlighted Zaria’s people-centered leadership style, drawing on his extensive experience in the oil and gas industry and his background in workforce management. Dangana noted that Zaria’s focus on welfare, morale, and productivity is expected to foster a culture of excellence at the commission.
The News Agency of Nigeria reports that Zaria’s appointment coincides with the National Water Resources Bill currently before the National Assembly. The Bill aims to establish a comprehensive legal framework for water regulation and equitable access, with stakeholders anticipating that its passage will enhance NIWRMC’s role in water governance and improve water access for Nigerians.
