Le King Faisal Specialist Hospital & Research Center annonce le lancement d’un service de pharmacogénomique clinique innovant

Une plus grande efficacité des médicaments combinée à une sécurité accrue des patients

RIYADH, Arabie saoudite, 25 oct.

Early restoration of livelihoods of Akosombo Dam spillage victims critical – Inland Fishermen Council

The National Inland Canoe Fishermen Council (NICFC), has called for the restoration of the economic livelihood of victims of the Akosombo Dam spillage in the shortest time possible. The Council said was important to ensure that the living conditions of the people and their dependants were not worsened, especially at a time that the country is going through economic crisis. ‘In our struggle against poverty and deprivation, and the quest for sustainable fisheries, food security and social justice for all fishers – men and women, we must work closely to restore their economic livelihood immediately,’ said, Mr Jacob Kabore Tetteh, President of the Council. He noted that with a membership of over 120,000 fishers, processors, traders, and other ancillary service providers in 38 districts and 1,600 communities in the country, the impact of the Dam spillage could not be underestimated. ‘Therefore, let’s work together to build back better and stronger,’ Mr Ageke said in an interview with the Ghana News Agency on Wednesday, 25 October 2023. ‘We wish to affirm our unwavering solidarity and support to all our members and their families who have been affected by the recent Akosombo Dam spillage disaster,’ he added. While lauding government, individuals and organisations for providing relief support to victims, he said bringing back economic activities, especially, fisherfolks, could not be delayed. He explained a conversation with some victims showed that they had loss their main sources of livelihood – fishing and farming, as well as their fishing gear – canoes, cages, coupled with lack of access to market and loss of valuable properties. ‘We are fully aware that for some of you, even moving to higher grounds remain a challenge as you will require premix-fuel, which you have complained it has become scarce or sold at exorbitant prices on the black market,’ Mr Ageke said. The Council’s president, therefore, called for an all-encompassing effective stakeholder collaboration to address the situation. ‘It is our firm conviction that even in the face of the unfolding socio-economic livelihood consequences of the Akosombo Dam spillage, the Council, together with the Volta River Authority (VRA). We can achieve more to ameliorate the plight of affected communities when we consult and engage with each other than on our own individual and institutional capacities,’ he said. About 36,000 people have so far had their homes and livelihoods swept away by floodwater, gusting out of the spillways of the Akosombo and the Kpong dams in the Eastern region. The ‘controlled spillage’ was done by the Volta River Authority (VRA) at both dams from September 15, 2023, following rising water levels in both reservoirs. Since then, a number of donations from individuals and organisations, have been sent to victims. Mr Kenneth Arthur, Deputy Chief Executive in Charge of Services, VRA, on Monday, said that the Authority had supplied of food items to the people on regular basis. It includes rice, maize, beans, gari, sugar, mackerel, cooking oil, palm oil, tomato paste, groundnut, biscuits, fruit juice, powdered milk and drinking water. Other non-food relief items were, mosquito repellent creams, mosquito nets, blankets, mattresses, solar-powered lanterns with telephone charging features and sanitary items.

Ghana must increase investment in data accessibility, availability on implementation of SDGs – Prof Armah

Professor Bartholomew Armah, Chief, Development Planning Section, United Nations Economic Commission for Africa (ECA), has urged Ghana to increase investment in making data on the implementation of development goals more accessible and available. That, he said, would enable development partners to effectively track progress made in the achievement of the targets that the country was signatory to and help address implementation challenges. Prof Armah made the call in an interview with the media on the sideline of the opening of a three-day training workshop for selected Ministries, Department and Agencies (MDAs), in Accra. The training, organised by the National Development Planning Commission (NDPC) and the ECA, was to equip selected MDAs with the knowledge on the ‘Applied Training on Integrated Planning and Reporting Toolkit (IPRT)’ to enable them to effectively and efficiently prepare their reports. The IPRT is a web-based planning tool that digitises national development plans (NDPs)to facilitate performance tracking of NDPs and their alignment to global and continental frameworks. The tool helps countries to seamlessly align their national development plan to their international commitments, track performance on the national development priorities, and uses digital technology to help countries understand and align their financing frameworks, including their budgets, to their national development priorities. It was developed by the ECA in response to the African Conference of Ministers of Finance and Planning meeting in 2016, which requested ECA and AUC to assist Member States in aligning/embedding the two Agendas in national planning frameworks to strengthen implementation and reporting. Prof Armah noted that, as of October last year, Ghana had aligned about 74 per cent of the Sustainable Development Goals to its NDP, with about 70 per cent of Agenda 2063 targets were also aligned. However, he said, alignment to the commitments was just the beginning of the implementation process, explaining that more work ought to be done to see results. ‘So, even if you’re aligned at 70%, what have you achieved in terms of your own national development plan objectives? And what we are seeing is that there’s more need to really invest in data accessibility and availability,’ he said. ‘Sometimes, the data is there, but there’s no systems in place to make it easily accessible for reporting, and if you cannot report, you cannot really get a handle on where the challenges are,’ he stressed. Prof Armah also explained that, with planning process becoming more complex, and countries being asked to align their plans with multiple international commitments, such as Agenda 2063 and the 2030 Agenda for Sustainable Development, to ensure policy and planning coherence, it was imperative that an element of digitalisation was adopted to ease the reporting and alignment process. He said the IPRT would, therefore, complement existing systems to ensure timely preparation of their reports. ‘What I’m hearing is that there are tools out there. Some of the tools are still in the stages of being fully developed, but that aside, no one tool can do everything right effectively, so the key issue is how do we make these tools interoperable. ‘So how do we make existing tools work with other tools so that you really get the best out of all the tools?’ He asked. Nana Opare-Djan, Director, Monitoring and Evaluation, NDPC, emphasised the importance of the IPRT in streamlining all development agendas to the country’s NDP. He noted that, over the past years, MDAs had relied solely on labourious manual process in preparing sector plans, leading to delays and sometimes inaccuracies in those reports. He said the training was, therefore, a step towards bridging the gap between manual and digital preparation of the reports, saying: ‘I believe the essence of this exercise is to ensure that we are able to mainstream all commitments that we are supposed to undertake for this country.’ ‘I believe the Integrated Plan, Financing and Reporting tool has come in handy and it will help and enable us do our work with some speed,’ he added.

NPRA urges pension schemes to ensure timeous payment of investments

Mr Hayford Attah Krufi, the Chief Executive Officer of the National Pension Regulatory Authority (NPRA), has urged pension schemes to ensure the timeous payment of investments and payouts to retirees to guarantee a decent living. He said the Authority was working towards getting every Ghanaian worker onto a pension scheme to ensure they retired on decent pension and receive their entitlements promptly. Mr Krufi said this at the Third National Pension Fair and Exhibition, dubbed: ‘My Pension, My Future,’ which is to get all Ghanaians to benefit from the 2010 National Pension Reforms. The three-day event, happening simultaneously in the satellite offices of the NPRA in the regions, is to create awareness, especially for those in the informal sector, of the need to enroll in pension schemes to adequately prepare for their retirement. All industry players in the sector are participating in the fair to increase pension awareness and enrolment across sectors through showcasing their products and assisting prospective applicants to enroll. ‘As we educate and inform the public, it is our mandate to also enforce by ensuring that the market players, our trustees, our fund managers, our custodians also abide by the rule of the law to ensure that investments and payouts when one retires are done timely,’ Mr Krufi said. ‘It is our responsibility to continue to inform Ghanaians to understand that pension is for all of us, and we must plan for it.’ ‘Pension is what we live for when we retire and there is a lot to live for if we prepare and plan adequately for it.’ He said even though the Government had established social intervention schemes to cushion the aged, there was still much more to be done for retirees. ‘That’s why the NPRA, over the years, have been working hard to drum home Ghana’s Pension Agenda through media sensitisations and outreach programmes, market activation and pension clinics, among others.’ Despite the enormous efforts to whip up the interest of Ghanaians towards pension, especially those in the informal sector, the numbers continue to be very low. The Authority had, therefore, formulated comprehensive marketing strategies to improve the low statistics by vigorously and progressively increasing pension coverage awareness by 2026. ‘By our strategic plan, we hope by 2026 to raise it from the current six per cent to 25 per cent and to an overall 40 per cent for both the formal and informal sectors,’ he said, and called for support to achieve the target. The Authority had also arranged with the Presbyterian Church of Ghana to institute a Pension Sunday, which would have every first Sunday in October being used to sensitise members on pension related issues, Mr Krufi said. ‘NPRA is also in collaboration with COCOBOD to roll out pension scheme for over 1.5 million Ghanaian cocoa farmers.’ ‘We are also in talks with the GPRTU, GFA, among other private unions to facilitate enrolling of their unions.’ Mr Ignatius Bafour Awuah, the Minister of Employment and Labour Relations, in brief remarks on his behalf, said pension began the very day one was employed and urged all to show keen interest to guarantee a comfortable retirement. Mr Paul Simon Koranteng, the Board Chairman, NPRA, said everyone needed a pension because there must be a future beyond retirement. He urged the public, especially the youth, to register with the scheme to ensure decent living after active service.
