Belgium wants to increase cooperation with Angola

Belgium has expressed intention to increase cooperation with Angola in the sectors of port, railway and diamond.

The intention was expressed by the outgoing ambassador of that European country, Josef Smets, after an audience granted to him by the Angolan Head of State, João Lourenço, on Thursday.

Cooperation in the port field provides for the training of staff from Angola and the Southern African region.

The objective is to re-launching the Lobito corridor that crosses Angola from west to east, through the provinces of Benguela, Huambo, Bié and Moxico.

Josef Smets, who ends his four-year diplomatic mission in Angola, put at €600 million the exports from Angola to Belgium, while from the European country stands at €300 million.

Economic cooperation

In the economic field, stress goes to the contract between the Belgian company International Care Service and the Angolan company Unitel, signed in October 2013.

This is the first 4G roaming contract signed by an Angolan company.

In October (2013) a Memorandum of Understanding was signed between BBVA Brevisco and the Angolan company GEFI – Sociedade de Gestão e Participações Financeiras (Management and Financial Holding Company).

The memorandum established the lines for the construction of a factory for the processing of fish, in Benguela.

Industry

In the industrial field, there is a contract between Cuca and Planet Europe to finance the production of work uniforms and personal protection.

The two countries also cooperate in the field of Mutual Administrative Assistance in Customs Matters and in the Promotion and Reciprocal Protection of Investments.

Finance minister ensures stability in payment of salaries

Angolan minister of Finance Vera Daves said Thursday in Luanda there are financial resources for civil servants and ensured stability in the balance of payments.

Vera Daves made the pledge at a press conference, stating that the Angolan Government paid 207 billion kwanzas this month of June.

“As for the salaries for the civil service salaries, we want to reassure you by saying that, a few minutes ago, we paid 207 billion kwanzas from the payroll of 211 billion kwanzas”, she clarified.

Speaking on the sidelines of the conference on “Financial inclusion”, the minister explained that 4.1 billion kwanzas still need to be paid.

She took the opportunity to inform that “the institution will settle, even today (June 29) the salaries for civil service related to the month of June”.

“We want to reassure the Angolans – men and women – that the State continues to fulfill its elementary commitments, such as salaries, debt services, running costs of the main institutions”, she stressed.

The Conference on “Financial Inclusion in Angola – Challenges and Opportunities”, sponsored by the National Bank of Angola (BNA), aimed to present the main conclusions and recommendations of the Finscope Consumer Angola 2022 Survey.

This is a survey on the State of Financial Inclusion in Angola, carried out by FinMark Trus.

Also attended the event governor of the BNA Tiago Dias and the minister of Telecommunications, Information Technologies and Social Communication, Mário Oliveira.

Angola seeks experience in fertilizer industry

Angola minister of Mineral Resources, Oil and Gas, Diamantino de Azevedo, has said the country counts on Norway’s experience to develop its fertilizer and aluminum industry.

The minister, who was speaking Wednesday in Oslo, Norway, said everything would be done to strengthen Angola’s cooperation with this European country to provide academic training for young Angolans on fertilizer and aluminum production techniques.

The Angolan minister and his team are since June 26 in Norway, having met with several Norwegian authorities, namely, the minister of Petroleum and Energy, the secretary of State of the Ministry of Foreign Affairs, and officials of the Equinor and Norsk Hydro.

On Wednesday, the Angolan delegation travelled to Trondheim city to attend at the Research and Development Centre of oil company Equinor, a series of presentations such as: Introduction to Technology, Digital and Innovation, the innovation-oriented training provided by the Norwegian University of Science and Technology.

Portugal: Carolina Cerqueira attends International Day of Parliamentarism

National Assembly (parliament) Speaker Carolina Cerqueira is taking part Thursday in the International Day of Parliamentarianism celebrations in the Portuguese capital, Lisbon.

The Angolan politician, who arrived in Portugal Wednesday, is due to speak on Friday at the second official session of the Portuguese Parliament.

The commemoration programme includes receptions to be hosted by the mayors of Lisbon, Carlos Moedas, and Sintra, Basílio Horta.

The International Day of Parliamentarianism is celebrated every year on June 30, the date on which the Inter-Parliamentary Union was created in 1889, an organisation comprising all parliaments.

This year’s theme is “Parliaments for the Planet” and aims to mobilise parliaments and parliamentarians to take action regarding climate emergency.

President names new Inspector General of State Administration

Angolan head of State João Lourenço Thursday appointed Ângelo de Barros da Veiga Tavares to the position of Inspector General of State Administration (IGAE), the Presidency’s Office has announced.

Prior to his appointment, Ângelo de Barros da Veiga Tavares was sacked from the position of advisor to the President of the Republic.

On the other hand, the Head of Executive Power appointed Maria Juliana de Carvalho Van-Dúnem de Fontes Pereira as Deputy Governor of the National Bank of Angola (BNA).

In the same decree, the president terminated the mandate of Maria Juliana de Carvalho Van-Dúnem de Fontes Pereira, as executive director of the Board of Directors of the National Bank of Angola.

Angola, Cabo Verde analyse police cooperation

Angolan minister of Interior Eugénio Laborinho Wednesday in Luanda described the cooperation relations in police field with Cabo Verde as excellent.

At the meeting with the Cabo Verdean Minister of Communities Jorge Maurício dos Santos, the minister said that the cooperation between the two countries’ institutions is based on eight legal instruments.

He mentioned the technical cooperation agreement on security issues and public order, signed on 28 July 2003, among others.

Eugénio Laborinho also referred to the memorandum of understanding between Angola’s Ministry of the Interior and the Ministry of Internal Administration of Cabo Verde, signed on 21 March 2012 in Praia.

The leaders analysed cooperation in the field of training of specialists for the national police forces from the two States.

The Angolan official said the implementation of the above legal instruments have allowed the training for the Police of Cabo Verde.

The training features areas of specialties, preventing and combat crime, sharing information and experience, including the exchange of delegations.

He referred to the ten police officers from Cabo Verde, who he said are currently attending a degree course at the Higher Institute of Police and Criminal Sciences Osvaldo Serra Van-Dúnem.

Eugénio Laborinho informed the Cabo Verdean minister of the existence, in Angola of 4,851 Cabo Verdean citizens.

He stressed that of this number, 43 hold a work visa, 68 have a temporary stay visa, 4,723 a residence permit and 17 are students.

In his turn, the Cabo Verdean official stressed Angola’s role in the CPLP, considering it a strategic partner for Cabo Verde.

President discusses organisation of Angola Red Cross

Angolan Head of State João Lourenço and the chairperson of the organisation of the Angola Red Cross (CVA) Delfina Cumandala analysed Thursday in Luanda the issues related to this institution.

Delfina Cumandala confirmed this to the press at the end of an audience granted to her, adding that she presented to the Angolan Head of State, as CVA honorary president, matters that plague the institution.

Among the issues, the chairperson mentioned the ongoing projects and those linked to the social conditions of employees.

She said currently institution is operating with the support from national and international organisations and companies, with a view to helping the drought victims in some regions of the country.

Delfina Cumandala was elected chairperson of the Angola Red Cross during the elections held in May this year.

Angola Red Cross was created on March 16, 1978 and recognised by the ICRC (International Committee of the Red Cross) on October 1, 1986.

It is also affiliated with the Federation of National Red Cross and Red Crescent Societies.

The institution provides social and medical assistance to needy people.

MPs told to strengthen supervision of public accounts

Members of National Assembly have been encouraged to strengthen the supervision of public accounts to boost the anti-corruption process underway in the country.

The call was made by director general of Action for Rural and Environment Development (ADRA), Carlos Cambuta, while addressing a training action designed for members of the Public Accounts Committees of SADC Parliaments on Thursday.

Cambuta noted that the National Assembly should increasingly focus on its function of overseeing the management of public resources.

“It turns out that this action is not yet in use as such, due to the Constitutional Court ruling that limits the supervisory function of the members of National Assembly”, he said.

The head of ADRA said in terms of supervision “there is every need to review the Judgment of the Constitutional Court regarding the impediment of the AN to exercise its true role”.

After considering the move as crucial in anti-corruption process, the official said that no restriction should be placed on the MPs so that they can , indeed,

play their true role.

He recalled that under Article 52 of the Constitution, citizens have the right to participate in public life and, as a result, to dialogue with local State institutions, to better understand the processes.

Chief of Staff suggests creation of high maritime authority

Chief of Staff of the Angolan Armed Forces (FAA) Gen. Altino dos Santos Thursday suggested the creation of the National Maritime High Authority (AAMN) to facilitate the coordination of actions in favour of national interest.

General Altino dos Santos stressed the importance of AAMN at the conference on “national and regional maritime security, ahead of 47 anniversary of the Angolan Navy (MGA), scheduled for July 10.

Addressing the event, under the topic: perspectives in the face of new threats”,

the General Altino dos Santos said the creation of AAMN will ensure safety and control of navigation, preservation of natural resources.

The move will also ensure protection of underwater cultural heritage as well as the marine environment and prevention and combat of pollution.

He hopes that the body will also have, among its responsibilities, maritime signaling and navigational aids, inspection of the economic use of resources, protection of mangroves, maritime rescue and on the coastline and public health, as well as the fight against drug trafficking, terrorism, piracy and illegal migration.

The FAA Chief of General Staff assured that the Navy is in better conditions to carry out its role of defending the maritime space from any aggression.

He stated that it is prepared, in coordination with the other branches of the FAA, to ensure that there is a blue, clean, safe sea, with plenty of food and wealth for the people and a leverage factor for the national economy.

He said that MGA can be proud that, in addition to the new ships and those that will gradually arrive in the country, a significant part of the works of expansion and modernisation of the naval base of Soyo, the largest in infrastructure of the branch, since the National Independence, will be concluded.

He defended a permanent inspection of the oceans to avoid shortages of fish products and less income for the national economy.

The General stressed that unreported and unregulated illegal fishing constitutes a serious threat to economic sovereignty and to the population, and therefore must be fought.

General Altino dos Santos advocated the need to publicise, from an early age, the Angolan maritime potential among national citizens, regarding leisure capacity, clean beaches, blue waters, water sports, the need to preserve the environment, and its economic advantages.

The Chief of Staff praised the country’s efforts towards the decarbonisation of the environment, the reconstitution of the coastal ecosystem, with the massive planting of mangroves, important for capturing carbon and releasing oxygen, as well as being a place for the reproduction of species.

In his speech on “operational perspectives on maritime security”, the commander of the Angolan Navy (MGA), Admiral Valentim António, considered international cooperation essential to guarantee the safety and protection of the seas.

In turn, the Admiral Valentim António pointed out as the main challenges the fight against piracy and smuggling of human beings, drugs and weapons to guarantee the safety of the seas and avoid negative repercussions on the economies of the States.

Angola calls for strengthening of Africa-China relations

Angolan minister of Industry and Commerce Victor Fernandes Thursday called for the need to ensure that relations between Africa and China develop, with focus on the sectors of investments in the agricultural, industrial and transformation of final goods.

The minister made the call while speaking to the press at the opening of the Third Edition of the China-Africa Economic and Trade Expo (CAETE).

He said, so far, the relations with the Asian country are mainly restricted to credit line, adding that the African continent has a very large potential and needs “to transform the materials into final products and serve China and Africa in general”.

The minister said trade relations between Africa and China could cover the entire continent through the African Continental Free Trade Area (AfCFTA), thus increasing the number of people involved in commercial exchanges.

In addition to Victor Fernandes, the event, taking place in Chinese city of Changsha, capital of Hunan province and running until July 2, was also attended by minister of Agriculture and Forestry António Francisco de Assis and representatives of several national companies.
